James Swan Appointed Head of UN Peacekeeping Mission in DR Congo

James Swan has been appointed to lead the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), António Guterres announced on Thursday. Swan, a veteran U.S. diplomat with more than 30 years of experience, has extensive knowledge of Democratic Republic of the Congo. During his career with the U.S. government, he served in several roles in Kinshasa, including as U.S. ambassador, deputy chief of mission, and desk officer. He also previously served as U.S. ambassador to Djibouti. More recently, Swan headed the United Nations Transitional Assistance Mission in Somalia (UNTMIS), where he oversaw international support for Somalia’s political transition and security reforms.

The MONUSCO mission, one of the UN’s largest peacekeeping operations, focuses on protecting civilians and stabilizing eastern Congo, where government forces have battled numerous armed groups for decades. Violence in the mineral-rich region escalated last year, prompting renewed international efforts to secure a ceasefire and restore stability. UN peacekeepers are currently tasked with monitoring the security situation and supporting the implementation of a lasting ceasefire between the Armed Forces of the Democratic Republic of the Congo (FARDC) and various armed groups. Swan succeeds Bintou Keita of Guinea, whom Guterres thanked for her leadership during what he described as a particularly challenging period for the mission.
