Niger and Morocco have signed a new agreement to strengthen cooperation in civil aviation, focusing on safety, training, and the exchange of technical expertise. The memorandum of understanding was signed in Montreal during the 42nd assembly of the International Civil Aviation Organization (ICAO) by Morocco’s transport minister Abdessamad Kayouh and Niger’s transport minister Amadou Abdourahamane.
The deal brings together Morocco’s General Directorate of Civil Aviation and Niger’s National Civil Aviation Agency. It aims to improve oversight of aviation safety, expand professional training for pilots and aviation staff, and create more opportunities for collaboration between the two countries’ airlines.

Officials said the partnership underscores both nations’ commitment to safe and secure air transport while boosting Africa’s influence in global aviation. Morocco, which has positioned itself as a regional hub linking Africa with Europe and beyond, will provide training opportunities for Nigerien pilots through its aviation institutions. On the sidelines of the ICAO assembly, Moroccan officials also held bilateral talks to promote aviation partnerships and advance Morocco’s candidacy for a seat on the ICAO Council. Looking ahead, Marrakech will host the 5th ICAO Global Implementation Support Symposium next year, a major event expected to showcase Morocco’s growing expertise in the global aviation sector.
