Chad Launches High-Level Committee to Oversee Implementation of Five-Year Political Agenda

The Chadian government has formally established a high-level technical committee to monitor and evaluate the execution of President Mahamat Idriss Déby Itno’s five-year political program, aimed at enhancing governance, transparency, and institutional performance.

Created by a decree signed on April 4, 2025, by Prime Minister Ambassador Allah-Maye Halina, the committee is tasked with providing continuous oversight of ministerial and public institution activities tied to the national development agenda. The move comes as part of a broader push to modernize public administration and ensure that policy objectives are met on schedule.

Chaired by the Minister Secretary General of the Government, the committee includes senior officials such as secretaries-general and directors-general from key ministries. It has the authority to consult external experts to support its technical work and ensure rigorous evaluations.

The key responsibilities of the committee include; Monitoring and evaluating programs and projects across sectoral ministries, managing a centralized digital performance tracking platform, producing monthly and quarterly progress reports for the Prime Minister and Identifying gaps, recommending improvements, and ensuring alignment with national priorities.

To support its mission, the committee has appointed seven prominent figures with expertise in governance, economics, and digital systems. It will operate with funding from the national budget, with Article 6 of the decree also allowing for supplementary financial and technical assistance from international partners such as the African Development Bank, the World Bank, and the European Union.

This initiative represents one of the most structured oversight mechanisms launched under Déby’s transitional government and is expected to play a critical role in the delivery of strategic reforms, public service upgrades, and economic modernization through 2030.
