Egypt Unveils Practical Plan for Gaza Reconstruction, Aiming to Avoid Displacement

Egypt’s top diplomat, Foreign Minister Badr Abdelatty, has presented his country’s comprehensive plan to rebuild Gaza, highlighting its feasibility and the goal of achieving reconstruction without displacing its residents. Abdelatty made the announcement following a meeting with Palestinian Prime Minister Mohammad Mustafa, just days before an Arab summit in Cairo, where Egypt plans to officially present the reconstruction initiative.

Gaza, which has endured more than 16 months of heavy conflict, is left in ruins due to the extensive Israeli military campaign. The destruction, which has devastated the infrastructure and economy of the Palestinian enclave, has left the people of Gaza in dire need of support. Abdelatty emphasized that the only way to break the cycle of violence in Gaza is through a political solution that offers Palestinians a hopeful path toward achieving their legitimate national aspirations, including the establishment of an independent Palestinian state.

“The only guarantee to break the cycle of violence and assaults is for a political horizon to be present and to give hope to the Palestinian people that their legitimate aspirations can be achieved—specifically the establishment of an independent state on all of their national soil,” said Abdelatty.

Egypt’s reconstruction plan, which has been carefully crafted, focuses on providing immediate relief and long-term recovery. Abdelatty assured that the proposal contains practical solutions with clear short-term timeframes, which are “completely doable and achievable without the need to displace any citizens from their land.” The plan is designed to avoid the forced relocation of Gaza’s population, a key aspect given the ongoing humanitarian crisis in the region.

The announcement comes amid controversy surrounding former US President Donald Trump’s previous proposal to overhaul Gaza’s future. Trump had suggested removing the entire Palestinian population of Gaza, estimated at two million people, and turning the enclave into a commercial redevelopment project. His vision included transforming Gaza into a luxury resort destination, a “Riviera of the Middle East,” with no return for Palestinians.

In contrast, Egypt’s plan aims for a more humanitarian approach, centered on rebuilding Gaza within the framework of a Palestinian state. Palestinian Prime Minister Mohammad Mustafa voiced strong support for the Egyptian initiative, emphasizing its potential to foster unity between Gaza and the West Bank. Mustafa reiterated that the primary goal is to form one Palestinian state under one unified system, law, and security apparatus.

“We will work on uniting the organizations—whether services, administrative, or security—so that we form one state with one system, one law, and also one weapon,” Mustafa explained. He added that these efforts would be strengthened with the support of other Arab nations, and he expressed hope that the upcoming Arab summit would adopt Egypt’s plan.

The Arab summit in Cairo is expected to be a critical moment for determining the next steps in addressing the ongoing crisis in Gaza and Palestine. Egypt’s leadership, backed by a practical and inclusive approach, aims to bring together regional stakeholders and foster a unified Palestinian vision for the future of Gaza.
