Ghanaian Sues Government, FBI Over Alleged Torture and Unlawful Arrest

Frederick Kumi, a 27-year-old Ghanaian known as Abu Trica, has filed a human rights lawsuit at the High Court in Accra against the Government of Ghana and the U.S. Federal Bureau of Investigation (FBI), alleging torture, unlawful detention, and violations of his constitutional rights following his arrest in December 2025 on cyber fraud allegations. Filed at the Human Rights Division, Kumi is seeking GH₵10 million in damages. The suit names the Minister for the Interior, the Narcotics Control Commission (NACOC), the Economic and Organized Crime Office (EOCO), the Attorney-General, and the FBI as respondents.

According to the court filings, Kumi claims his arrest was violent, he was denied food, water, and legal counsel, and subjected to coercive questioning by foreign agents without enforcement authority in Ghana. He further alleges that security agencies conducted unauthorized searches of his Swedru residence, seizing vehicles, electronics, jewellery, and other valuables without issuing an inventory or receipt.

Kumi also accuses EOCO of publicly labeling him a cybercriminal before any court ruling, prejudging his guilt. Beyond compensation, he is seeking to block the use of any evidence obtained during the alleged unlawful interrogations and searches, prevent extradition while the case is pending, and bar the FBI from conducting investigations in Ghana. The case, scheduled for February 2026, could test the limits of foreign law enforcement involvement in Ghana and the constitutional protections afforded to citizens during transnational crime investigations.
