Togo Gears Up for Municipal Elections Amid Tensions and Last-Minute Campaign Push

Togo’s municipal election campaign is entering its final stretch ahead of the July 17 vote, with political activity ramping up across the country after a slow start. Campaigning, which began quietly, has intensified in recent days as both ruling party candidates and opposition figures scramble to connect with voters—even among communities that had earlier vowed to boycott the polls. On Monday, members of the armed forces will cast their ballots early in a special vote, a standard practice in Togo to ensure military personnel can be deployed for election-day security duties. The early military vote is being closely watched, as it often sets the tone for the general polling process.

The government has imposed a temporary ban on new protests in the lead-up to the vote, citing unspecified security threats. Critics, however, argue the move is intended to suppress dissent, especially amid growing frustration over recent constitutional changes that could extend President Faure Gnassingbé’s rule. The municipal elections will be the first major test of political sentiment since the controversial April 2024 constitutional reform, which replaced presidential elections with a parliamentary system, drawing fierce criticism from civil society groups and opposition parties.

Despite the tense atmosphere, election officials have assured the public that adequate preparations are in place to ensure a peaceful and transparent vote. The Independent National Electoral Commission (CENI) has deployed election materials nationwide and is urging voters to turn out in large numbers. Observers from the African Union and ECOWAS are expected to monitor the elections, which will shape local governance in Togo’s 117 municipalities and could signal the broader political mood ahead of the next national vote.
